
Once again, the State Forests have conducted integrated procurement of electricity and gas. Centralized purchasing allows for cost optimization and efficient energy resource management across the various organizational units within the State Forests.
The procurement process successfully selected contractors, including:
- For electricity: Veolia Energy Contracting Poland Sp. z o.o. and Energa – Obrót S.A.
- For gas: Veolia Energy Contracting Poland Sp. z o.o. and PGNiG Obrót Detaliczny Sp. z o.o.
A new element in this process was the adoption of a procurement strategy based on an exchange model, which posed a significant challenge in the context of the public procurement procedures required by law.
Results
For the years 2025–2026, nearly 35 GWh of electricity was procured for over 1,500 energy consumption points across 241 units of the State Forests nationwide. Additionally, 881 MWh of energy for prosumers under the net-billing system was secured for 23 energy consumption points in 17 State Forests units.
As of now, based on the quotations from the Polish Power Exchange (TGE), a price has been set for 80% of the planned volume for 2025. The electricity price for the first quarter of the next year is 491.02 PLN/MWh, which is highly competitive compared to market offers.
For gas, the total procurement volume for two years amounts to over 54 GWh for 385 gas consumption points across 200 units of the State Forests. Currently, the price has been set for 80% of the planned volume for 2025, with a first-quarter price of 232.79 PLN/MWh. This settlement price may vary depending on the variable component related to trade balancing and potential excise tax rates.
Goals and Benefits
The integrated procurement of energy and gas, carried out as part of the “Las Energii” (Forest of Energy) project, enables:
- Optimization of the energy procurement process
- Increased chances of obtaining attractive pricing conditions through exchange-based purchases
- Enhanced cost efficiency on an organizational scale
The process is coordinated by the Environmental Projects Coordination Centre, which is responsible for organizing and managing the procurement process for State Forests units. The entire process is overseen by energy advisors from Enfree Sp. z o.o.
Group purchases of energy and gas are implemented under the “Las Energii” project.
