White certificates
White certificates are a tool to support the energy transformation process in Poland. They can be sold through the Energy Commodity Exchange, allowing investors to cover part of the funds invested in projects of improving energy efficiency. Currently, the value of one saved ton of oil equivalent (toe) is approximately 2000 PLN.
In the future, white certificates will also be obtained for other new investments related to increasing the energy efficiency of the SF buildings, provided that they achieve a minimum required energy savings of 10 toe.
Pilot
Three investments in building thermomodernization have been selected for the pilot program, for which white certificates are to be obtained. The facilities are located in the Brodnica and Gniewkowo Forest Districts, as well as in the State Forestry Depot Complex in Siedlce.
The National Energy Conservation Agency S.A. has submitted an application to the Energy Regulatory Office (URE), which leads the pilot and is authorized to obtain the energy efficiency certificate on behalf of the SF units.
The amount of final energy, expressed in tons of oil equivalent (toe), planned to be saved on average per year as a result of the implemented projects, is 14.729 toe. This is roughly equivalent to 171,298 kWh, which is the amount of energy consumed by 57 4-persons households in one year (assuming the average annual consumption of such a household is 3000 kWh).
The investments, which will result in energy savings, will be implemented between 2023 and 2026, and the certificate will be issued only after the completion of all 3 investments covered by the application.
